As an Organizational Development Specialist, Lindsay brings to her work almost 20 years of experience in learning and development, organizational change management, and consulting. Lindsay delivers high-quality, in-depth training, consulting, and project coordination to individuals and departments within the City of Madison. Lindsay has served as a Wisconsin Women’s Network mentor and is an active member of the City of Madison Racial Equity and Social Justice Initiative (RESJI) Tools and Training team and an associate member of the Multicultural Affairs Committee.
Lindsay holds a Master’s Degree in Educational Leadership and Policy Analysis, with an emphasis on Higher Education Administration, from the University of Missouri – Columbia. She received her bachelor of art degrees in art history and classical civilizations (Phi Beta Kappa and Summa Cum Laude) at Bowling Green State University in Northwest Ohio.

Emaan Abdel-Halim is the Labor Relations Specialist with the City of Madison. In the last several years, Emaan has served agencies in a variety of roles helping through hiring, investigations and strategic management.

Erin Hillson is the Interim Organizational Development Manager with the City of Madison. She has been with the City for approximately 23 years, and loves seeing individuals and agencies achieve their highest potential.
Employee & Labor Relations Manager
Greg is a strong and passionate advocate of City practices and policy. Greg has a history of working with organizations to create the conditions where everyone can reach their full potential. Greg has worked for the City of Madison since 2010, and has strived to approach the issues of employee benefits and discipline through a lens of racial equity and social justice. Greg holds a Master’s of Science in Industrial Relations and has taught collective bargaining the Masters in Human Resources/ Labor Relations program at the University of Milwaukee.

Human Resources Analyst
Julie is responsible for recruitment, position studies, and supporting employee engagement and Racial Equity and Social Justice initiatives. Julie provides consultation to managers, supervisors and employees on human resources policies, procedures and practices, and serves as a strategic HR partner for eight City agencies: Attorney’s Office; Employee Assistance Program; Fire Department; Human Resources Department; Information Technology Department; Madison Public Library; Mayor’s Office; and Police Department. Julie has over 20 years of Human Resources experience, including recruitment, classification/compensation, and benefits.
Human Resources Analyst: Benefits
Bill coordinates the City’s employee benefits package, acting as a liaison between the City and the Department of Employee Trust Funds and other third party benefits administrators, and assists employees with better understanding their benefits, including the retirement process. Bill has a lifetime of experience in being helpful and knowledgeable about a variety of subjects and is friendly and approachable.
