Project Overview

The proposed reconstruction of Helena St., Jenifer St. and Russell St. includes replacement of the sanitary sewer main and laterals and storm sewer, along with replacement of the curb and gutter, asphalt pavement and gravel base, driveway aprons and sidewalk as needed.

The approved design for Helena St. is a 26 ft. wide street with parking on one side, along with some small bump-outs near the intersections to help preserve some existing trees while also providing some benefit to the pedestrian crossings and traffic calming (parking will be restricted in the bump-out areas).  The side of the street with parking allowed could alternate between the blocks to help provide some additional traffic calming effects, and the existing street sweeping parking restrictions will still remain.  Additionally, we anticipate that there will be approximately 10-14 terrace tree replacements and new plantings on these blocks of Helena St. (depending on locations of underground utilities, etc.)  The wider terrace space will provide for additional soil volume for these trees, which will allow City Forestry to choose from several different tree species with wider canopies. 

Jenifer St. and Russell St. will be reconstructed to match the existing widths and parking conditions.  Two speed humps were considered on Jenifer St., but the Transportation Commission and Board of Public Works recommended that speed humps not be included with this project as the speed data that was collected did not indicate a significant speeding issue on the street.  The work on Russell St. will include modifying the multi-use path crossing to be further from Eastwood, which will improve safety of the crossing as it provides more space between bikes and pedestrians and vehicles turning off of Eastwood; the path crossing will also be raised to provide more emphasis/visibility of the crossing along with traffic calming effects.
