Process for Redeploying Staff

Departments Requesting Support

Department Division Heads who need additional staff support for essential services will need to complete the “Requesting Agency” survey form below to identify which positions or roles that need to be filled by an employee from another City Agency. EOC Planning staff will use the request form to help identify pool staff whose skills best align with the business need.

  • Staffing requests for the next day must be made by 12:00 noon of the previous day to allow for daily assignments to be finalized and distributed to pool staff and their management. There is no guarantee that positions will be filled starting the next day.
  • The survey form will help to identify if the work can be performed remotely and the requestor should confirm with IT that appropriate resources are available to accept additional staff in physical office space or remotely.

Deploying Pool Staff

  • Staff assignments may change daily due to the quickly evolving nature of the City’s response.
  • The goal will be to provide pool staff with their assignments for the next day by 3:00 p.m. daily. This request list will be updated daily and assignments will be discussed with the supervisors and agency directors to confirm employee reassignment. This process will remain in effect until the EOC has determined City operations will resume back to normal status.

Identifying Pool Employees

  • Effective immediately, Department Division Heads whose operations include non-essential services need to identify staff who can be redeployed to essential City operations during the COVID-19 response. Assignments may vary by day based on citywide need.
  • Department Division Heads should complete the Employee Redeployment Survey to identify employees who can be redeployed to another City agency. This survey should be filled out by the end of the day on Tuesday to provide a weekly snapshot of who is available for redeployment. Answers will be downloaded on Wednesday morning and used to make assignments over the next week.
  • Follow up with agency points of contact and supervisors will be done before an employee is reassigned. This process will remain in effect until the EOC has determined City operations will resume back to normal status.

Essential vs. Non-Essential

What are Non-Essential Services

Non-Essential Services are those services that can be scaled back or suspended during the COVID-19 response. This includes, but is not limited to:

  • Front desk coverage, particularly in offices that are closed to the public
  • Citywide initiatives that will pause during the response efforts and project staff whose work is not involved in response efforts.

What are Essential Services

Essential Services are operations that must continue to be provided, may be experiencing increased demand, and/or are constrained by hard deadlines.
