On Tuesday, August 1, 2017, the Common Council approved an ordinance change to treat mopeds as Type 1 motorcycles rather than bicycles for the purpose of parking. This change means that mopeds will no longer be allowed to park on terraces and sidewalks in the City of Madison, except in an approved Moped Parking Area.
The ordinance takes effect January 1, 2018 and is intended to improve pedestrian safety by keeping City sidewalks and terraces clear of visual obstructions, and reducing conflicts between mopeds and pedestrians. The ordinance also establishes a process in which property owners can apply to establish a Moped Parking Areas on the terrace in front of their property. Locations of Moped Parking Areas will be listed on the City of Madison’s website, as those areas are created.
Mopeds may park at any legal on-street parking space, and up to 3 mopeds and/or motorcycles may park in one standard (car) metered space. There are also on-street metered parking spaces designated specifically for motorcycles/mopeds, which have a lower hourly rate of $1.00 per hour compared to $2.00 per hour for a standard auto space. City parking garages also have off-street parking spaces designated for mopeds/motorcycles, which are accessible by non-gated access. Mopeds and motorcycles should not enter City parking garages through the gated areas, due to safety concerns with gates, and should only park at designated moped/motorcycle spaces in City garages. Additional moped/motorcycle stalls are being considered for the State Street Campus Garage and will be added to meet the demand as it arises.
Parking Enforcement Officers will be leafleting mopeds over the next several months with pamphlets describing the ordinance change, permit options, and locations for moped/motorcycle parking, in an effort to educate moped drivers of the upcoming change and parking options available to them.
