PUBLIC HEARING SCHEDULED REGARDING
METRO TRANSIT SERVICE CHANGE PROPOSALS

A public hearing will be held by the City of Madison Transit and Parking Commission in Room 260 of the Madison Municipal Building, 215 Martin Luther King Jr. Blvd., on Tuesday, May 8 at 6 PM to address several service change proposals. The public hearing will begin with a brief presentation describing the proposals.

The public hearing is scheduled to gather customer feedback on service change proposals that include: UW-Madison Campus Routes 53, 80 and 85; routes that focus on expanded services in the cities of Fitchburg and Middleton, as well as routes that serve the City of Madison. Some City of Madison routes would be affected by the Fitchburg service change proposals. Approved service changes would go into effect on Sunday, September 2, 2007.

Fitchburg Service Proposals and Related Madison Changes:

Route 1 would be extended from the Capitol Square west of Randall Ave. to Highland Ave. The extension would have no impact on current bus stop locations or schedule frequency, but would result in trip time adjustments.

Route 12 would have a trip reduction between the UW Campus and West Transfer Point in the morning rush hour. No impacts to current bus stop locations or schedule frequency.

Route 19 in Jamestown would be eliminated and replaced by new Route 52, which would provide all-day service to Jamestown. See description of Route 52, below.

Route 19 in Allied Dr. would be modified. It would no longer serve Verona Frontage Rd. between Chalet Gardens Dr. and Williamsburg Way and along Chalet Gardens Dr. and Lovell La. Route 19 would continue to operate along the full length of Allied Dr. between Red Arrow and Crescent, similar to current off-peak routing patterns. Service frequency would remain the same but some trip time adjustments would occur.

Route 44 would be replaced by Route 48 in the in the non-commute direction of travel (outbound in the morning, inbound in the afternoon) and be expanded further south along Fish Hatchery Rd. to Nobel Dr., south of Lacy Rd. in Fitchburg. Route 48 would follow Park St. and would not serve Mills St., Olin Ave., Gilson, Fisher and Buick streets. See description of Route 48, below.

Route 44 would complement Route 48 and provide service in the commute direction of travel (inbound in the morning, outbound in the afternoon) from Nobel Dr. in Fitchburg to the UW Campus. Service from Nobel Dr. to the South Transfer Point would serve Mickelson Pkwy. west as far as Chapel Valley Dr. on Brendan and McKee, and High Ridge and Caddis Bend. Service between the South Transfer Point and UW Hospital would remain the same. The extension of this route south of the South Transfer Point would have no impact on current bus stop locations or schedule frequency, but would result in trip time adjustments.

Route 48 would operate between the west campus/UW Hospital and Nobel Dr. south of Lacy Rd. in Fitchburg. Route 48 would operate in the non-commute direction of travel (outbound in morning, inbound in the afternoon), and replace Route 44 between west campus and the South Transfer Point, operating along Park St. The extended segment of Route 48 south of the South Transfer Point to Nobel would eliminate service via High Ridge and Caddis Bend. The route would travel Fish Hatchery Rd. to E. Cheryl Parkway, looping Woods Hollow Rd. to Research Park Dr. across Lacy Rd. to Nobel Dr.

Route 52 would create a new service between the West Transfer Point and the Jamestown neighborhood south of Williamsburg Way in Fitchburg. Trips would operate weekdays every 30 minutes in both directions during rush hours, and once an hour each direction during mid-day and evenings. Buses would operate express with no stops along Whitney Way between the West Transfer Point and Monticello Way on the border of Fitchburg. From this intersection the route would connect along Williamsburg Way, King James Way, Kapec Rd., then south of McKee Rd. to bus stops on the new Fitchrona Rd. adjacent the Super Target development.

Middleton Service Proposals:

The City of Middleton proposes a new Transfer Point location that would become the site of service coordination within Middleton and between Middleton and downtown Madison. The Middleton Transfer Point would be located west of Deming Way on a new segment of Discovery Dr.

Route 70 would provide both Peak and Off-peak Service.
- Service would connect the Capitol Square with the City of Middleton via Century and Terrace, ending at the new Middleton Transfer Point.
- Service to Greenway Blvd. would require travel on a Route 73 trip beyond the new transfer point location. The same bus could be used on certain trips.
- Would operate hourly mid-day and evenings.
- Limited trips would operate every 30 minutes towards the Capitol Square during early morning peak times.

Route 71 would provide Peak Service.
- Service would connect the new Middleton Transfer Point and the Capitol Square via Terrace.
Trips would operate towards the Capitol Square in the morning rush hour, and towards
- Middleton in the afternoon rush hour. See Route 74 for description of trips heading towards Middleton in the morning rush hour, and towards the Capitol Square in the afternoon rush hour.
- Service between the Middleton Transfer Point and the Capitol Square would follow Discovery to Parmenter, Terrace, Fortune, Park, Mendota and Allen to University Ave.
- Service to/from Greenway Blvd. would require travel on a Route 73 trip beyond the new transfer point location. The same bus could be used on certain trips.
- Service to/from Middleton Industrial Park would require travel on a Route 74 trip through the new transfer point location. The same bus could be used on certain trips.

Route 72 would provide Peak Service.
- Service would connect the Capitol Square with the City of Middleton via Century or via Century and Branch, ending at the new Middleton Transfer Point.
- Morning peak service to Capitol Square would depart along Discovery to serve Parmenter, Donna, Northbrook, Century, Southridge, and Branch to University Ave. Reverse direction trips in the morning towards Middleton would travel University, Allen, Century and Airport.
- Afternoon peak service to the Capitol Square would depart the transfer point to Deming, Nursery, Airport, Century, Allen and University. Reverse direction trips in the afternoon towards Middleton would travel University, Branch, Century, Southridge, Northbrook, Donna and Parmenter to the transfer point.

Route 73 would provide both Peak and Off-peak Service.
- Service would connect the West Transfer Point with the City of Middleton via Greenway and Deming, ending at the new transfer point
- Service would operate every 30 minutes during peak periods and hourly during mid-day and evenings.

Route 74 would provide both Peak and Off-peak Service.
- Service would connect the new transfer point with areas of the City of Middleton west of the Beltline corridor via Middleton Industrial Park or via Middleton Industrial Park and Greenway.
- Service would be removed from Greenway Blvd. and High Point Rd. between JQ Hammons and Old Sauk roads.
- Morning peak service would depart from the Capitol Square and operate with limited stops along University Ave. to reach the new transfer point and continue in a counter-clockwise loop along Deming to Airport, then Pleasant View to Market and back to the new Middleton Transfer Point.
- Afternoon peak service would operate every 30 minutes in a clockwise loop along Deming to Market, then Pleasant View to Airport to the new Middleton Transfer Point and inbound to the Capitol Square with limited stops along University Ave.

UW Campus Service Proposals:

Route 80 services would be eliminated along University Ave., Randall Ave. and W. Johnson St. west of
Charter St. (bypassing bus stops at Union South and on W. Johnson at Charter). Between the UW Hospital and Memorial Union, buses would travel south on Charter St. to W. Johnson St. This change contributes to the more frequent service on the main campus noted below. A new bus stop is proposed to be added on Charter St. at W. Johnson St. to serve Union South.

During Full and Winter Weekday Schedule periods, off-peak between approximately 9:30 AM and 3:45 PM, only selected trips would operate the full length of the route between the Memorial Union and Eagle Heights past the UW Hospital. Trips operating the full length of the route would run every 15 minutes between Eagle Heights, the UW Hospital and Memorial Union during these hours. Additional trips departing the Memorial Union during these hours would only travel as far as Lot 76 and the UW Hospital before turning back towards the Memorial Union. Trips operating this shorter route, when combined with the full length trips to Eagle Heights, would result in buses running between the Memorial Union and UW Hospital every 5 minutes during the Winter Schedule period, and every 7-8 minutes during the Full Schedule period. During the Recess Schedule, service frequencies on Route 80 would be reduced to every 40 minutes starting earlier in the evening at approximately 6 p.m.

Route 85 would start slightly later and end slightly earlier.

Route 53 would be eliminated. Route 11 would replace Route 53 trips along Science Dr.

City of Madison Service Proposals:

Route 2 would no longer operate via Science Dr. after 6 p.m. Service to Science Dr. would continue to be provided by Route 6 during this time.

Route 4 would use new S. Sixth St. between E. Washington and Winnebago in both directions when the reconstruction of E. Washington Ave. is completed.

Route 11 would operate via Science Dr. between Whitney Way and Mineral Point Rd., replacing Route 53.

Route 12 an inbound trip from Dutch Mill at 7:52 would terminate at Park and University.

Route 13 schedule times would be adjusted to reflect actual route running times.

Route 34 would be eliminated on Hoffman and Anderson - eliminating one bus stop on Hoffman at Kinsman.

Routes 14, 15, 28 & 47 would have minor schedule adjustments.

Route 53 would be eliminated. Route 11 would replace Route 53 trips along Science Dr. NOTE: the University of Wisconsin funds Route 53.

Route 74 would be eliminated from Greenway Blvd. and High Point Rd. between JQ Hammons and Old Sauk roads.

Route 89 would be eliminated after the trial period ends on June 15.

Consideration will be given to views and comments expressed at the public hearing as well as written comments received by noon on May 7, 2007.
