The City of Madison Community Development Division (CDD) is seeking to improve and expand housing choices available to residents in Madison by supporting proposals from qualified developers and service providers that seek to accomplish the following objectives:

  1. Improve Existing Owner-Occupied Housing Stock Preserve, upgrade and make accessibility improvements to the current inventory of affordable, owner-occupied housing units.
  2. Expand the Supply of Owner-Occupied Housing Increase the number of affordable, owner-occupied housing units through new construction, renovation or conversion.
  3. Homebuyer Assistance Put stable, affordable homeownership within reach of a broader mix of Madison households

    Please read the Guidelines carefully and before completing your Financing for Homeownership-Development, Programs and Services Application(s). 

  2. Attend or Watch the Workshop

    All applicants were encouraged to attend a workshop offered on August 11, 2022.  Workshops were grouped according to objective.  If you missed our workshops please see the link below to watch them and check out the presentation.

  3. Review the Timeline

    These dates represent the City's desired timeline for providing a commitment of funds to selected agencies. Any revision of the due date for submission of proposals will be made by addendum. All other dates are for planning purposes and may be adjusted without notice, as needs and circumstances dictate.

    • Application Workshop #1-Development (Zoom): August 11, 2022 at 9:00 am CST
    • Application Workshop #2-Programs and Services (Zoom): August 11, 2022 at 10:30 am CST
    • Deadline for Submission of Proposals: September 1, 2022 at 12:00 pm CST (noon)
    • Applicant Presentations to the CDBG Committee: October 13, 2022
    • CDBG Committee Finalizes Recommendations: November 3, 2022
    • Finance Committee Recommendatioins: November 28, 2022
    • Common Council Approval: December 6, 2022
    • Commitment Letter (Notification of Award): January 2023
    • Anticipated Contract Effective Date for Housing Assistance: January 1, 2023
    • Anticipated Contract Effective Date/Start of Construction for Housing Development: January 2023-2024

    Applicant agencies must utilize the provided applications and budget workbooks.  Budget Workbook should reflect the annual budget of the program.All application materials must be submitted by September 1, 2022 at 12:00 pm (noon) CDT.
