In order to close an account, a final bill is required.
If you use a title company for closing on your house, the title company normally arranges to transfer the service to the new owner. Please feel free to verify by calling Water Utility Customer Service at (608) 266-4641.

If your lease states that you are responsible for paying the Municipal Services bill that includes water charges, you will need to contact Madison Water Utility Customer Service at (608) 266-4641 to start service and again, if you move, to end service at that address. In order to close an account, a final bill is required.
Madison Water Utility has implemented new charges effective March 1, 2023.
Special Billing Charge
The utility will assess a $25.00 charge to cover administrative expenses when an existing customer, property owner or the property owner’s agent requests a special billing outside of the normal utility billing. This charge will be assessed when a customer stops service and a final bill is created for a given property address. In order to close an account, a final bill is required. This will not be assessed to a new customer’s account.
If a final bill has been created, and is subsequently canceled or rescheduled, the special billing related charge(s) will remain on the account and cannot be removed. Each additional special billing request, made outside of the normal utility billing, will be assessed the $25.00 charge.
Special Meter Reading Charge
The utility will assess a $20.00 charge whenever an existing customer, the property owner or the property owner’s agent requests a special meter reading by utility personnel on a date other than the regularly scheduled meter reading. This is typically only necessary when a customer has opted not to have automated metering equipment. This charge may not be assessed to a new customer’s account.
Real Estate Closing Account Charge
The utility will assess a $15.00 charge when a customer or the customer’s agent requests written documentation from the utility of the customer’s account status in connection with a real estate closing.
Missed Appointment Charge
The utility shall assess a missed appointment charge when a customer, without providing reasonable cancelation notice, fails to be present at the customer’s location for an appointment scheduled with utility personnel. The utility may not apply the charge for the first such missed appointment during normal business hours. The utility shall apply the charge for the first such missed appointment after normal business hours.
- During normal business hours: $40.00
- After normal business hours: $60.00
Once a special charge has been assessed to an account, it will not be removed.
