The second public involvement meeting for the reconstruction of Atwood Avenue in the city of Madison will take place at Olbrich Botanical Gardens, Evjue Commons, 3330 Atwood Avenue, Madison, WI 53704 from 6:30 to 8 P.M. on Monday, April 9, 2018, in the Commons. The project extends approximately 1.13 miles along Atwood Avenue from Fair Oaks Avenue to Cottage Grove Road.

The meeting will be conducted in an informal, open house format to allow for dialogue and individual questions and comments. A brief presentation will be given at 6:45 P.M. The city of Madison and design consultant representatives will be available to discuss the proposed project and address questions or concerns.

The proposed project will include reconstruction of the existing roadway from Fair Oaks Avenue to Cottage Grove Road. The proposed project includes pavement reconstruction, curb and gutter, existing sidewalk spot replacements and repairs, new multi-use path/sidewalk, Americans with Disabilities Act compliant curb ramps, storm sewer replacement, new street lighting, replacement of sanitary sewer and water main, new pavement marking, and new signs. The new bike path with adjacent sidewalk will primarily run parallel with Atwood Avenue with a portion that will continue along the existing path along Lake Monona and connect into Lakeland Avenue. The path will include a new pedestrian/bike bridge crossing over the Starkweather Creek parallel to the roadway bridge. New parking areas and street lighting are also included.

Off-street bicycle accommodations will be provided as part of the project. The exception being between Fair Oaks Avenue and Oakridge Avenue. Inbound cyclists have the opportunity of continuing on-street in a shared peak hour/parking lane or divert to the nearby Capital City Trail. Due to space constraints, outbound cyclists can either continue from the west on-street or utilize Fair Oaks Avenue on-street bike lanes to navigate to nearby adjacent routes including the Capital City Trail to connect into Atwood Avenue. A wider 7-foot wide sidewalk will be provided on the south side of Atwood Avenue within this segment to accommodate added pedestrian volume and small children with a destination of Lowell Elementary School.
Off-street bike facilities include a 10-foot wide path with an adjacent 5-foot wide sidewalk that extends along the south side of Atwood Avenue, between Oakridge Avenue and Margaret Street. To maintain the wider path adjacent to Atwood Avenue and minimize impacts to adjacent properties, the 5-foot sidewalk adjacent to the path will terminate just south of Margaret Street upon entering the City of Monona. In addition, travel lanes are minimized from 11 feet to 10 feet at the intersection of Atwood Avenue and Cottage Grove Road in order to maintain the off street multi-use facility without having large impacts to adjacent buildings and landscaping.

An additional 10-foot wide path will run along the north side of Atwood Avenue between Dennett Street and Sugar Avenue to provide access to facilities on the north side of Atwood Avenue including Olbrich Gardens and connectivity to the Capital City Trail.

Pedestrian accommodations currently exist and will be maintained on both sides of the roadway.

The Capital City Trail, Olbrich Park, Olbrich Gardens, the Lowell School, Lake Monona, and other archeological resources are adjacent to and cross the project and considered public park, recreational, or historic resources [Section 4(f) properties]. Impacts are not anticipated to these properties with the exception of along Olbrich Park to accommodate the new multi-use path. Right of way and/or temporary easements may be needed. The project will not be reconstructing the Atwood Avenue Bridge. The only work anticipated on the bridge is pavement marking modifications to accommodate the new street layout. The project team is seeking your input on any concerns individuals may have with how the project is impacting these resources.

Persons with a concern for or knowledge about historic buildings and structures and archaeological sites are encouraged to attend this meeting or provide comments to the local units of government or the consultant.

The project is currently in the preliminary design phase with design completion anticipated in fall/winter of 2020 and construction anticipated for 2021.
