The City of Madison owns approximately two acres of land on the 800 South Block of East Washington Avenue (“800 South Block”) within the Capitol East District.  The City is soliciting proposals from developers interested in the development of a Madison Sustainability Commerce Center (MSCC) and/or StartingBlock within the 800 South Block.

Proposals, also referred to as progress reports, shall include a conceptual plan for the site, an initial budget including goals for sources and uses of capital, a list of committed partners and tenants, and a timeline identifying key milestones.  Respondents should submit fifteen (15) paper copies of this proposal, along with a PDF of the entire document.  Proposals must be received by the Economic Development Division in Room 312 of the Madison Municipal Building (215 Martin Luther King, Jr. Blvd.) by 4:00 PM CDT on Monday, September 29, 2014.
 
Submitted proposals will be forwarded to a Capitol East District Committee for consideration.  This Committee will determine which team, if any, should have the exclusive right to continue to refine and finalize their proposal for the 800 South Block.  Once the proposal is developed to a satisfactory point, the Committee will direct staff to negotiate a letter-of-intent with the selected developer to be accepted by the Common Council for the sale or lease of the 800 South Block. 
 
If a MSCC and/or StartingBlock proposal is not accepted by the Common Council, the City will open the process to a broader set of employment-anchored uses.  The City will only consider projects with a MSCC and/or StartingBlock component at this time.  The City will announce the broader availability of the site, should it become necessary, at a future date.
