Madison’s Language Access Plan and Bilingual Pay Differential

In December, the Common Council passed a series of employee handbook changes, which included a bump in pay for employees who are required to be bilingual and provide translation services as a significant function of their position.
This adds a $1.00 pay differential to all hours worked for those employees. This is a critical step in providing appropriate compensation for the added bilingual responsibilities required of individuals as well as attracting and retaining a diverse group of skilled employees able to provide our community exceptional services. Currently, we have employees at Metro Transit, Building Inspection, Municipal Court, and the Department of Civil Rights in positions designated as bilingual.
In addition, the 2022 budget contains funding for three new bilingual community connector positions within the Department of Civil Rights. These positions will provide translation, interpretation, and community outreach services for Madison’s top three non-English languages – Spanish, Hmong, and Chinese Mandarin. While the positions will be a part of the Department of Civil Rights, they are expected to be trusted sources spending much of their time working throughout the Madison community.
These changes are part of our work on the City of Madison’s Language Access Plan. The Language Plan serves to inform the City of Madison’s staff, leaders, elected officials and sub-contracted vendors regarding policies, procedures and practices to provide meaningful access to City services for those with limited English proficiency.The Language Access Steering Committee, composed of City Staff and community members, continues to work towards realizing all elements of the Language Access Plan. I am committed to making our City services and information available to everyone, regardless of language barriers. Residents, workers or visitors with English language barriers contribute to the quality of life in Madison and are entitled to meaningful access to City services, programs, and activities.
