McKenna Blvd/Gammon Ln Flood Mitigation Project

The east Park Edge Dr neighborhood consists of several cul-de-sacs that back the City of Madison's West Badger Mill Creek - Elver Park Greenway. That greenway carries water from Greentree Pond north of the neighborhood and discharges via pipes under McKenna Blvd to Elver Park. The associated watershed is approximately 1.4 square miles in area, and drains from north to south.

Since 2016, Park Edge Dr residents have noted several rain events in which water from the greenway flooded the neighborhood and entered their structures. Additionally, McKenna Blvd, which is a main thoroughfare through the neighborhood and houses police and fire stations for the west side, has overtopped and become impassible several times. As such, City Engineering is proposing a public works improvement to fix this issue. The City is looking at design options, which may include a project that would lower the overflow elevation in Elver Park, which should reduce flooding in the Park Edge neighborhood and lower the flood elevation on McKenna Blvd itself. The potential design could include some road work along McKenna Blvd and parking lot reconstruction and grading in Elver Park.


On December 13, 2018 the City hosted a Public Informational Meeting held at Our Redeemer Church on McKenna Blvd.  A copy of the presentation can be found here. Staff discussed the flooding that occurred in June and August of 2018, design standards, watershed modeling, and the proposed public works contract. 

Proposed Works Contract & Schedule:

Staff has analyzed the watershed and are proposing replacement of the existing pipes under McKenna Boulevard with twin cell 5x10 box culverts and twin 5x12 box culverts, including the redesign and construction of inlet and outlet structured at McKenna Blvd. A new concrete channel and wall is also being proposed to help provide capacity to the existing channel in Greentree landfill. Removal and replacement of existing failing metal culverts at the Greentree pond will be included with this project in addition to work within the channel north to the intersection of Struck St and Schroeder Rd.

  • Permitting for this project will take place in January of 2019.
  • Bidding of the construction project will occur in the summer of 2019.
  • Construction will occur in the late summer / fall of 2019 and is anticipated to take a minimum of 4 months.
