There are two options for submitting ROW permit applications.

  • Option No. 1: Enter online directly into ACA System.

    • Set up your account by registering using the step-by-step instructions. Begin entering by following these steps:
      • Permitting
      • Apply for a Permit
      • Select a Permit Type (Excavate in the Right of Way)
      • Applicant Selection
      • Select from Account: This will auto-fill your information, but is changeable (see screen instructions)
      • Pre-Qualified Contractor: "Look Up" will auto-fill currently pre-qualified contractors once you enter the business name. (Always choose "prequalified ROW")
      • Address: This is the work address location. Enter one address (# and street name only) and it will auto-fill the balance of the address. Additional info regarding the work or location must be entered in the "Detail Information" box.
      • Attachments: There is a section to attach drawings and then review what you have entered. You may also attach your own revised drawings. The balance of the application entry is the same as before.

  • Option No. 2: Fill out Permit to Excavate in the Right of Way form and send via postal mail or email.

    • Follow these steps to email the completed form:
      • Save the completed form.
      • Open your email application and attach the completed saved form to the email.
      • Email the completed form to ROWpermits@cityofmadison.com.

*Note: During the University Ave. reconstruction project (2022-2023), the City will not issue permits along the alternate emergency vehicle route, which includes Mineral Point Rd. (Midvale Blvd. to Speedway Rd.), Speedway Rd., and Highland Ave.
